Sms application in VB access converting to mysql web based

We have developed a robust sms vb access? application that sits as a desktop? which we have been using for a couple of years to send text messages out to large groups of people (1000's).? We now want the application web based. converted to mysql.
The sql version must have all the same functionalities of the VB application.
The only bids we are interested in is - if the project can be completed swiftly and within a timescale of days rather than weeks.
The work must be done to an extremely high standard as will be used a live business tool
