Incomplete Report: He refused to complete the project unless i payed him in full, and I refused to re-negotiate our deal. Despite what he might say, I examined the written job description thoroughly- out of the 5 problem areas I had listed in the job description he completed only 2; and 2 more were only partially completed and 1 item not done at all per the job description. If he doesn't understand English enough to understand the job description he shouldn't be bidding on jobs he doesn't thoroughly understand. If he needed any clarification - he should have asked. This is his responsibility. He has lied to me, proved he was not an expert in some areas like SEO, and website security, and handled this very unprofessionally. I would not trust this guy to work on my projects again.
