Comments: Celcius Tech won the bid because they actually READ my job description, whereas most of the other bidders you could tell simply copied the same bid on every applicable job. They provided me with a few sample sites and I liked the look of their admin panel, so my company chose to work with them. I'll be honest, they made me nervous when they insisted on sending payment through escrow (in parts) before I knew the site was working. I tried to explain the concept of escrow to them but they didn't seem to get it. Thankfully, they completed the project as agreed. Communication with Celcius was pretty consistant, and althought they're located half way around the world, I was able to talk with them via msn messenger (provided I stay up late) and always through email. All in all, I'd have given them a 10, except for the insisting on payment before the job was complete, even though escrow is designed to protect both parties.
