Incomplete Report: provider disappeared - he was in the middle of the task when he said that he's leaving for 2 weeks. I'd like to reopen the project and choose another provider.

Incomplete Report: The project was not finished, because the programmer didn't want to finish the work. Everything was written in project description and agreed via PMs, later he claimed he was hired just for php work and not all site, not even html. He has poor communication skills (bad English) which could be the reason for what we believe was misunderstanding. He returned escrow payment without problems so from this part we have no complaints.
 » programatphp's reply: i don't know what is the reason you post feedback when you don't provide the design to the programmer as in the project description...html was not a problem for me...but to do all the design from one image you provide...and without payment.... so try to trick programmers on other sites not here, maybe for my time waste with your project i can open a dispute with you to pay all my work, i have saved all conversations with you and i have all the files locally to provide that what i've work and you haven't paid anything, even whan you tried to "hack" vbulletin with me... ok i'm ok with my poor "bad" english, in my opinon you're an incompetent.
