User Profile

I am a recently relocated JD from Santa Fe, NM with extensive legal research and writing experience in environmental / health related issues specific to state and federal administrative regulatory law. In relevant part, my most recent professional experience includes, the primary author for the NM Department of Health's regulatory writing projects for the Division of Health Improvement, served as a compliance officer with NM Occupational Health & Safety Bureau and clerked for the US Department of Interior, Office of the Field Solicitor.

My most notable New Mexico Administrative Code regulatory publications include the Medical Cannabis Registry Identification Cards, 7.34.3 NMAC; Caregivers Criminal History Screening Requirements, 7.1.9 NMAC; Incident Reporting, Intake, Processing and Training Requirements, 7.1.13 NMAC; and authored the amendatory statutory language for the Health Facility Recievership Act 24- E1-1 NMSA (2007). (See attached resume of complete regulatory / statutory publications / citations and Departmental interpretive manuals). As such an essential qualification of my position required exceptional written and verbal communication skills coupled with the ability to interact effectively with all levels of management with strong organizational/analytical skills.

In addition, my experience includes an internship as a law clerk with US Department of Interior, Office of the Field Solicitor in Santa Fe, New Mexico. My exposure in the office required me to communicate effectively in an advisory capacity with National Park Service and Bureau of Land Management representatives on legal issues pertaining to the NEPA, NHPA, FLPMA and the Federal Tort Claims Act. This position in part included research and writing memoranda of law with a variety of federal resource law issues reflecting a cross-section of statutory and regulatory interpretation and analysis.

Among my academic qualifications, I am a graduate of Vermont Law School, during which my last two years as a student, I was a clinician with the Indian Country Environmental Justice Clinic writing a regulatory advisory guide for Native American Tribes intervening through the Federal Energy Regulatory Commission's hydropower re-licensing application process regulated under Title 18 CFR 16.
