Create a multimedia content based retrieval on a database on Microsoft Access.
Use the software ImageJ to extract certain parameters of any particular picture : http://rsb.info.nih.gov/ij/applet/

Create queries to perform search by examples like text and image parameters for instance like in this examples: CBIR Demos (http://www-roc.inria.fr/cgi-bin/imedia/circario.cgi/demos)
