Develop a system that is similar to Elance or this one that focusses only on WEBSITES. It can be simplified substantially. No programming language options etc are required. The system will be (1) purely for people to load website projects and (2) then for project staff to quote on the projects (3) and finally for the person to select the project team. I don't want a complex help system. Keep it simple and keep the price down.
