I have current experience importing text files into a SQL Server database. I am also hold MCDBA and MCAD from Microsoft. The typical size of these files are 28 MB. I created 18 routines to import files. I am able to meet your requirements and deadline. No additional documentation will be provided, easily read and commented code, error handling will be as described, connection string will be placed in a configuration file unless otherwise specified. I have all the software for this project.
