I've built an engine using PHP/mySQL that lets me generate standards-complaint ePUBs from WYSIWYG text. As far as an engine goes, you really can't get better than the Stanza engine created by Lexcycle. They take 20% of your total sales in exchange for using their engine. If you're looking for someone to turn books into standards-compliant ePUBs, I'm your man. I've also dealt directly with Lexcycle for another publisher, so I know exactly how it works.
