E-Publishing application

I am looking for an e-publishing application to publish UNICODE Books . My requirements are a simplified version of the below publishing application and not a site like them.

1) www.docstoc.com
2) www.scridb.com

My requirements:

1) Unicode support
2) Possibility of non-flash based.
3) Need to support pdf or just an Unicode text editor.
4) A very basic to start with.

Programming Languages is your choice. I prefer to have a non-flash based.
