For performing an application running on WinCE 4.2 (on Smartphone it is similar to Windows Mobile 2003 environment), you should use either Microsoft .NET Compact Framework 1.0 bundled within MS Visual Studio .NET 2003. So, for your application I will use this tools (either VB.NET or C#.NET). This tools has some flexibility in either accessing Web Service over SOAP/WSDL or XML/RPC, and serial communication over IO.Serial.Port library as well. I am able to present you a simple demo if require. I just need to know the URL address of your Web Service for my demo reference. Let me know if you are interested.

I have good working experience in WinCE Applications development and I am sure i can do this.

Notes: - Application will be realized in a .NET Language (Delphi.NET Or Prism Or C#) - Database used from mobile device will be MSSQL CE - Communication to serial port will be realized with thirdy party component (Franson Serial tools), I already have it for developing, If you need to recompile, you just have to buy it 1 time. - Communication with server will be made via SOAP - I already have my libraries on WM side so de mobile app can recreate its database from scratch, basing on definitions received from server. I will give you specification on how to trasmit db schema from server. -If you need, I can also manage to receive updates on mobile via SMS. -In other application that I've made, I succesfully interfaced them with TomTom, Optionally, I can made your application to send addresses to tomtom as destination to reach.
