Hello, I know you are not looking for someone single, but I have done such a project using Delphi and PHP. I have developed a Program for Instant student ID cards. I connect a camera to a USB using TWAIN drivers then the picture snapped and merged with the data from the database. I can even link it with Photoshop plugins to improve the quality. Its unfortunate that you have been unlucky, but I can deliver this in no time. If you wish I can make a demo so that I can prove my credebility.
