I would use VB.NET / Compact Framework and XML for storage. I'm a full time senior web developer working with ASP, ASP.NET, VB.NET, VB.NET Compact Framework, SQL Server, SQL CE, MS Access. I've developed applications for Pocket PC, Tablet PC and Blackberry. Once your application will grow bigger we can use a WebService to sync up data with a server if needed.
