In bid documentation,design,development & testing cost is included. If you need any specific thrid party tool/component for your developement then It should be either provided by you or if we purchare the same, then cost of project would be increase in the praportion of the cost of the tool/component, and at the end of the project we surely return it and delete its installer from our machine.

Hello, I have a mature professional TV broadcast automation system that has been in production 24x7x365 for over 6 years in several Bulgarian TV channels. It implements all of your requirements and much much more with 2 exceptions as follows: 1. It currently only supports output to Decklink cards and VGA TV-out via HW video overlay. There is also a SW output preview built in. 2. It uses the open source Firebird 2.x database sever. It has a website with information and demo version for download but I'm not allowed to disclose any contact information here. The whole system is 100% written in Delphi by me and I am the sole owner of the source code and the rights. For the price offered, i am prepared to give you a nonexclusive right to use the SW product in binary form on a single PC. This is the so called "TV in a box" architecture. The system also supports a distributed architecture where many TV channels may share common resources, systems and staff.
