I need 20 PR2 or higher RELEVANT one way links to my website from German/Swiss/Austrian pages (language must be German)

REQUIRED:
- search engine friendly links
- page must not be excluded by robots.txt and the anchor text must not contain the "rel=nofollow" tag
- fully developed websites (no "under construction")
- not more than 30 outbound links on the page
- one link per domain: links must be from different class-C IP addresses
- link page must already be indexed and RECENTLY cached (within the last 3 months or so) by Google
- all links should be free and not paid and not in the footer as well
- no scraped content, mirror sites, link schemes
- no link from: guestbooks, blogs, classifieds, dynamic links, link farms, link-exchange programs, forums, directories, articles submission, Free For All websites. No drug, illegal and other offensive websites (anabolica-, viagra-, sex-, spam, ban or backlisted sites).
- one-way non-reciprocal links
- links must be static html links including the choosing target keywords in anchor text
- links must be permanent and active
- no graphics (only text links)
- no labelled links, sponsored links
- links from websites already linking to our site will not be counted
