Add features to Google Map based Bus Directory Admin Module

I am Looking for a clever and fast PHP and mySQL programmer who can look at an existing and live web site and add new additional features to the admin module. The project relates to a Google Map based Business Directory. Unfortunately the programmer passed away before the project was completed. Existing data - all countries, cities, towns etc and business categories were added manually. We need to be able to add, change and delete content through the admin module. I suggest that this project be in three stages and payment for each stage made at the completion of that stage. Payment can be via PayPal or Wire Transfer. Therefor your proposals should be for each stage not the complete project. The purpose of the project is to add functionality to the existing admin module for this web site. Basic Outline Stage 1. Adding, deleting and editing destinations (countries, cities, states, towns and villages). For example: USA, North Carolina, Shreveport, Great Britain, England, United Kingdom, Berkshire, Newtown, Perth, WA, Sydney etc. Each location is the basic key for further searching for a business. Existing locations were added manually. Stage 2. Adding, deleting and editing business categories and sub categories. For example Supermarket, Corner Store, Optician, Dentist, Cement Factory etc. Each of these business categories is linked to a location, so someone searching for Dentist, Hanan Province in China should see directory listings for Dentists in Hanan Province, China, or if there are none, an invitation to do a different search. The visitor should be able to refine and / or narrow the search by selecting states, towns etc and see the relevant listings. Existing business categories were added manually. Stage 3. Adding the ability to add and then manage (and delete) White Label (own look) for customers wanting to use the Map system on their own groups of web sites (for example travel destination web sites, company groups etc) Additional Note: We already provide a map which is extremely simple to add to a web site, which also includes a unique business card system which can be used in emails or on web pages etc. It is this element which needs to be White Labeled not our whole web site. Just the: "add your business to the Map System and use the free web site map and the e- business card on your web site. " Access to the admin module and database will be provided to the successfull freelancer on acceptance of the bid and the freelancer acceptance of a confidentiality / non disclosure agreement.
