such softwares already exist. I've written one with MsAccess that handles 4 barcode types : 3 of 9 2/5 interleaved code 128 B EAN 13 I think the code128b is the right one for your application.

I've done this before for a Point of Sale system. I'm going to make the following assumptions, you want an interface to input the text to be barcoded, number of barcodes to print, and assume you are looking to do this on labels, x across by y down. I also assume you may want to choose a different barcode type as well, so this would be also user selectable. No problem.
