Yes, it should be done using Outlook Add-In. We should create an independent form accessed by your Outlook, where this form will manage all Outlook's Address Book as well. This will need a few hours work only.

Now I need a time to test in both XP and Vista. Once I finished my testing, I will gave you the setup as well as source along with guidance. Even I am ready to provide three month free bug fixing.
