I already have a motion detector module which is compatible with any type of web-cam or network camera devices. For slow-motion and fast-forward playback, I could add a module which is using the samplegrabber of DirectX DirectShow library. This will work on frame-level processing. So, you can manage the rate, color, resolution, etc.
