From your description, this sounds like a fairly simple task that should be doable in a matter of hours (or less depending on how the project is setup.) I can, of course, stay on call should you need to edit settings at a later date. I have experience with managing htaccess rights on web servers, particularly from my time as a programmer for Computer Sciences Corporation. As far as billing goes, I only charge for the number of hours I work on the project at a standard rate of $10/hour with the maximum being the price I quoted. So, if I can do the work in 2 hours, you only have to pay $20. Of course, if my time goes over the posted bid amount, you still only pay the posted bid amount regardless of how many hours I work.
