Description: I need a Joomla template constructing. I have attached the image of how it should look.

It should be fixed width 900 and also fixed height of 760px
the content of the main body should scroll using a scroll bar the same as the image attached.

I can edit the css to my needs but simply need someone to set up the 'structure' as per the attached diagram.
