Description: We need a layout - delivered as a picture - translated into XHTML.
We already have some XHTML that works in Opera (for Linux), but in almost no other browsers.
The things that need to be fixed:
- The HRs in the menu and news column need to be colored properly in both FireFox and MS IE (6 and 7).
Right now it's displayed as a rectangle with a red fill and a black border.
- The background image in the news column needs to be positioned properly in all browsers.
- The page s now too wide in IE, it needs to be 80% of the users screen and centered.

The image site_splash_v2.jpg is how it is supposed to look.
The final result should display properly in at least FireFox, Opera and MS IE 6 and 7.
