Description: Dreamweaver template cleanup

I have a Dreamweaver template and style sheet I made but it needs cleaning up of the code. I need it looking the same in all browsers (does not currently). I also want to be able to plug in new niche market content easily (being able to change colors, pictures, etc.). The attached screen cap gives details of what I'm looking for, alnog with a url of what the finished template should look like. Style sheet must be clean and documented so I can easily change themes (colors, fonts, etc.)
