Description:	Hi, I'm hoping to find someone that can help me out with getting a torrent downloading site created. I'm not looing for just a standard torrent downloading site, but pretty much a clone of ImageShack.com's torrent uploading and downloading service at http://tor.imageshack.us/tor/. Basically, the system would be composed of an area where the visiting user of the website would upload their ".torrent" file, and the server then in turn downloads their torrent file for them. The user has a login identity that will identify them on the server, and when the torrent has completed it's download, the server will send them an e-mail to notify them that it is available for download. Free accounts might have a maximum of a 5GB worth of disk space per month, and then 10GB of bandwidth for downloading the stored torrent files that the server has downloaded for them. Additional bandwidth can be purchased by the user, in which the limits increase for them to what I desire. I might want to implement a feature to where users can only download from the server at a certain speed unless they pay for more speed so that the server can support more downloads at a time. I assume that all this can be done through some simple programming. I'm very interested in getting a price on this so that I can budget accordingly.
