Web Design for Pharma Site (Women's Health)

I need the help of professional web designer, preferably who has designed online pharmacy web site. I’m already having the site (which will be disclosed in PM) but it does not look professional.

My requirements for creating pharmaceutical website are :

1. You must give a professional look justifying the business and theme of the site.

2. Have top banner, product photos and ability to have product sales and featured products.

3. Load quickly and search engine friendly html links and setup.

4. Typical things like FAQ's, Terms and conditions, Contact us, Affiliate info+signup, Shipping, products listed by categories.

5. Integrate payment processor.

6. Shopping Cart.

7. Product Selection

8. User Registration

9. Must be able to create opt-in list with member list. Webmaster should be able to send emails to all or individually.

10. I would prefer to see some specific examples

11. Once site is built, you will forward all files including codes to me. It will be our copyright and you will not entitle to sell the same to others. Payment will not be released until you honor this point in the agreement.

System must run on either PHP or python (preferrably PHP) on a MySQL Backend.

Lowest bid will be given preference.

No advance. No escrow.

All payment can be made through either paypal or GAF only upon completion of the project. It is to keep off the non-performer providers (which unfortunately growing up very much on GAF) and I do not want to chase them for my project. So, I request only profession web designer who has created the pharmaceutical site successfully in the past.
