If you do work by those principles, you may be the webdesigner I am looking for!
As a Fashion Designer, currently living in Belgium, I am in great need for an attractive and efficient online portfolio to expand my job opportunities, particularly abroad.
I have worked extensively on the concept, the graphics and the contents of my website, in order to be fully prepared when hiring a web designer to program it. I also managed to raise a relatively comfortable budget.
The website I designed has a complex navigation system. It is mainly an online portfolio, which I wish to upgrade into an innovative interactive website (I already have a domain).
At this point, it is not necessary to describe the whole concept in detail, I will just give you some basics, and examples, so you can give me an estimation of your fee.
BASIC DESCRIPTION
The whole navigation system is based on zooming. When you click on a link/image, you zoom in or out on it. This is the main animation which has to be developed to run smoothly.

(NB: I do not require any 3D effects)
Graphics (frames, fonts etc) involved in the zooming are all AI CS3 vector files, designed with gradients, and TTF (my own font). I wish to later include raster images as backgrounds. Therefore, a CMS system would be ideal, allowing me to change the background images, and add/change/remove links, as my portfolio is a work in progress.
I have prepared an intro which would also be based on zoom effects, this time exclusively with raster images.
The remaining animation work will be in details such as lighting effects on links, cursor effects, preloader….

Questions/concerns
Have you already worked with artists on their websites/portfolios?
I have developed a precise concept and graphics, I would like to know about your working method/fee in such a case. I have determined which effects and design I want, but as I am not a webdesigner, I do not know much about programming.
What I am sure of, is that the webdesigner I would need has to be on the cutting edge of programming and webdesign, and have all the new technologies programs, and skills integrated. Indeed, I need someone who would be able to program the following websites, if all graphics, concepts and explanations were provided:

As a Fashion/Graphic designer, I wish to remain in control of the layout/style, but it goes without saying that I would really appreciate a webdesigner’s point of view. Which means that I would like you to tell me if an idea doesn’t work, if it’s boring/overused or if you have an idea how we could improve it. All modifications on the graphics/new graphics etc will be my job. So you shouldn’t have to work on graphics at all, just programming and animation, and advising me.

Considering the unexpected amount of enthusiastic sollicitations, and the fact that all bids remain within my budget, I will allow myself to add some more requirements/questions:
-Freelancer must preferably work within European time zone (or close) for obvious ease of communication
-Freelancer must detail terms/conditions, customer satisfaction clauses. Advantage will be given to confident webdesigners offering high level of garantees.
-Considering my fixed budget is in euros, and the crisis is causing fluctuating exchange rates, I will favor freelancers accepting to be paid in euros.
I will be reviewing everyone's portfolios and offers, and consider making a decision within a couple of weeks!

I am currently reveiwing and comparing all your offers.
One thing that strikes me is no one has a rating yet, which is quite surprising... Is this because my project is posted on "trial" basis?
Webdesigners who have not sent clear/working URLs of their websites , clear examples of Flash work and complete proven qualifications will naturally not be considered.
I do not wish to dig in complex/foreign language websites and PDF documents to find relevant work, so I expect you guys to make my life a little easier ;-)

Well there are a few days left before the end of bidding, and I have unfortunately not been 100% convinced by anyone.
I am sure that most of you are highly qualified professionals, but I really need to see more advanced Flash projects in order to choose.
This will be the last call for any of you who have really advanced work in Flash you somehow haven't showed me yet...

In short, there is no obligation for a consumer to pay an advance for delivery of services.
Considering the distance, your lack of feedback, and the possibilities of scam, this would be an unnecessary risk I am not willing to take.
I am not a company, so I have no legal backup or funds whatsoever.
Therefore, I will strictly follow the GAF system, which means I will load the money on the site, so you can see it exists, and follow the milestone payment method.
Those of you who are confident enough in their skills, and honest, should have no problem with these demands...
Otherwise, I am overviewing your mess and portfolios, and will react to those who do "wow me" ;-)

I have sent some of you a message asking how I could possibly share up to 10 MB info about my project; before being able to award it to anyone,I do need to know whether you have a good understanding of my concept.
Indeed, through this site, I can only upload one file of 1024 KB. I know that it is forbidden to share contact information, but there must be a solution to this silly problem?
Please tell me what is possible!

I must admit that I was extremely surprised to get replies over the week-end; in these parts of Europe, nobody works on WE, even freelancers! ;-)
Well, that must mean you are very hardworking, which is great! (but don't forget to rest once in a while, I don't want to have anyone's burnout on my conscience)
