Description: I have a new site and need to have initial SEO and Link building done.

I want to have at least a PR2 or PR3

I need to have A LOT of backlinks at least 1500, and they all must be permanent
I don't want any reciprocal links and no link exchanges

Link pages must have recent cache for google and Yahoo

I want everything to be legit and legal, no forums, blackhat sites, no link-farms, no frame sites, no porn sites, no FFA, no guestbooks.

NO SITES BANNED BY GOOGLE
NO SPAM SITES
ALL LINKS MUST BE TOPICALLY RELEVANT SITES

No more than 25 outbound links per page

No automated software

All links must be visible and readable, no hidden links, and they must be static links only. No redericting, or javascript links.

All links must be indexable by googlebot, no rel="nofollow", robots.txt blocking, java links, jump scripts, framed pages etc

No under construction sites

Once we're completely satisfied we will release payment.

I will need a document and with all the information of each link (the URL, Site type, site name, google page rank, and IP address, if I don't like a link, I won't accept it.
