I need to to promote a website for a LOCAL CITY ONLY ( not country or worldwide.....just one city )

here is what I need:

1. 1 page letter
2. letter must contain:
a: invite people to register
b: introduce Directory business owners
c: excellent grammar.
3. need done by today
4. paypal payment only.
5. no escrow or payment at front.

budget is $ 25.00 to 30.00 USD
