| I have faced the same problem here and found a solution to it. If you have the source code of the project all it takes is a few extra lines of code in your main module to fix it.
If you dont have the source then I can create a separate exe file to solve the problem for you.

I've had the same problem, i developed software for romanian and italian companies and they both have different formatting standards than the US.
Since I've been already through this issue I can tell you the approach I've done:
I didnt change the Country (there are some issues changing the country) instead I changed punctually where i had the problems (similar to Customize button in the control panel applet). So you can set ur date separator, date format, decimal and thousand separator as you like, solving your formatting problems as you like.
This portion of code is already done by me and will not take time to develop but to adapt (if necessary) to your application scenario.

| I can do it for you.
You can get a small executable program. Setup your main program file path, and press a button will start your program, at the same time change your language setting. Restore setting when quit your program.

| I came across the same problem when I developed a program in Australia and tried to run it in Sweden. I have managed to get around this issue by getting the program to change the system style (American style) as it is starting. However the program changes the system back to European style as it is closing.
