Description

I need quick delivery of a VB application to download files from a flatfile (text) and with records in database on SQL server.

There are 2 set of files with the same name.
- One set of files are flat text file (.CSV) with a delimiter (semi-colon or comma) for each field. For example,
(Field1);(Field2);(Field3), etc.

- The other set of files locates on the SQL server with matching fields.

I need the program to do the following, for each file
1. Check to see if the text file contains any record.
2. Connect to SQL Database.
3. Read record from the text files. And parse out the file using semi-colon (;)
4. If the (Action) is Add, Add the record to the SQL database, regardless whether the record already exist on the SQL database.
4. If the (Action) is U, Checks to see if the same record existing on the SQL database
- If the record exist, it updates the existing record with the new record.
- If the record does not exist, it adds a new row to the SQL database
4. Repeat the process until End-of-File
5. Close connection. Wait until next cycle

This program should check every 15 minutes for new incoming records. Note that the parameter cycle should be easy to change (eg. on the .ini file)

I prefer VB programming with an MS access database for the project. A possible interface of the program once installed may simply look like the attached picture (or better than that).
The program/source code should not include any details of the programmer and it will be my property once the payment made. I can pay by paypal. Please contact me if you need more details.

Also, I need to be able to update the following parameters easily (config file similar to below)
(SQL server) = Name of the SQL server
(SQL UserId) = UserID to logon to SQL server
(SQL Password) = Password

(FileName) = Name of File 1 (note that the name of the flatfile will be the same as SQL database.
(Action) = (A for Add Or U for Add/Update)
(Field1) = Column name of the SQL table (If Action is Update, Field1 is primary key)
(Field2)
(Field3)
(CycleTime) = Wait time to check for incoming record. This value should be able to handle from 15 minutes, daily.

Also, I need appropriate error handling with meaningful message such as, cannot log-on to Database. Cannot update Database, etc. Note that these files are relatively large.
