Need help setting up a proxy server in order to send out press releases.

Don't understand what is necessary to use software that I have purchased. Software requires a proxy server, port, user id and user name.

Not sure what this is or where to find it.

Have budget of $25.00 for detailed information on how to make my software work and what I need to do.
