DNS part on Windows 2003 can be done in minutes. But need more details on the mail server part, like is it going to be Exchange server or any other stuff. Accordingly the cost would change. I am remotely managing a 20+ servers in US and have vast experience in support Security products for US Military and 8/10 US Banks for SFTP/FTPs protocols.
