Need an individual to oversee the the setup, installation and implentation

We need someone experienced in installing and setting up emails software on a dedicated server.
We are planning over 100,000 emails per day and need to become idependant.
Looking for an individual to implemant, oversee and manage our bulk email program.
Please be experienaced in harvesting verifying and sending bulk emails
Have exp in overseeing large email campaigns.
We are looking for a long termrelationship.
