Description

An existing web site (on FreeBSD server with Apache web server) needs to hide its regular web pages for visitors with IP from certain cities or certain state in Brazil.

Instead if the IP number is from the offending state or city it should show a different page ("under construction") or something that we would provide.

Needs a IP geo-location service or database.

One main problem is to get a city or state IP database for Brazil. Please don't waste my time suggesting databases that only have US city and state locator.

Please only qualified proposals (please explain how you would do it to make it credible.)

Your job is to give all tools to set this up: geo-location database or service, apache htacess settings and/or perl/php/whatever program that does the blocking.

Script language preferred, would want to avoid C or other compiled languages due to the installation and compilation difficulties.

If you know how to do it then this should not be much work (I probably implement it myself rather then giving other people server access), so please no sky-high proposals.
