Mass Google Page Rank Checking Tool

We are an SEO company and need a PR checking tool to use for our link trading campaigns.

The following must be a desktop application and is not meant to be run from the web.
The program is for personal use by our company.

Here is what we need....

1 - The program must have the capacity to check a large amount of sites at one time (10,000 - 30,000)
2 - The ability to enter a comma separated csv. file with 10,000 - 30,000 domain names
3 - The program will then check all the sites for the page rank
(here is a similar program that does that part efficiently but can only do around 3,000 at a time

4 - Any domain with a page rank under 4 will then be deleted.
5 - The remaining domains will then be checked to see if their pr is real or fake.

6 - All site with fake page rank will then be deleted at this point.
7 - The remaining sites will then be checked on yahoo and google for backlinks.

8 - Any sites with less then 5 backlinks will be deleted at this point.
9 - Any sites with more then 5 back links will have all their backlinks checked for their google page rank.
10 - end page where we can check the final surviving site/ their page rank/ their back links/ and the page rank of the back links.
11- we should also have the ability to write notes for each domain in the end.

- Ability to save projects .
- Program should have ability to have numerous threads running at one to carry out the quarries.
- Ability to work with finished parts of program as it is doing quarries
since in some programs the entire things locks up when it is checking information.
- Any time a url is displayed in the program whether as one of the domain names or as a back link
it should be a hyperlink, that if we click on it it will open the page in a browser window.

All this must be done automatically without the need to run it through the steps.
If however it shuts down in the middle we should be able to restore it in the last step that it left off.
