Description: I need someone with expert skill in oscommerce, cre loaded 6, to help:
1. add an animated gif to top header for ("Free ground Shipping in US for orders over $50")
2. The admin/Information manager box was somehow disabled. Everytime when I click the Info Manager link, it shows "Access Denied, etc". I need to enable this feature so that I will be able to add more information static pages to the site. Please be careful not to change/affect any other funcionalities that currently working

All changes to any file should be clearly documented in the code, and also in a separate file for easy maintenance.
