Before you read the attached zip file.

I need someone who is PROACTIVE! You need to come to the table with suggestions and workarounds.
I have a design in .psd so that aspect is taken care off.

Payment will be done in escrow. Once project is complete you will receive payment. Additionally if my client is happy, and i'm happy you will receive a further bonus of 20 to 50% of your bid.

In a nutshell, each month users need to create a new front page which summarises that months magazine contents. The next month they create new and previous months get archived in a "past issues"

You can develop this site on your server or mine. However after the programming and work is done. You will need to move it (with the database) to the clients server.

Effectively you should bid if you:
- can follow instructions and offer suggestions
- know english
- know fluent PHP & MySQl
- know how to slice an image from psd to web graphics.
