Got some ideas on created advertising programs but not sure that it can be done or not.

anyway here it goes, I want to create ad spaces that people can buy and lease the ad. have type of banners size and each have own price with value point($0.01 per visitor) example how it work, "A" buy the ad space (banner) with original price $1 and place the banner than "B"
want to buy the ad space so he must buy from "A" but the price is not original price but with new price depend on value point (the value point base on how many people views the ad - 1 viewer equal to $0.01) if 10 visitors view the ad the price will be $1.10 ($1 + $0.10)
the value point base on live visitors is not fix, morning maybe 10 visitors but afternoon maybe more or less visitors. so the more viewers the high value the ad space.

I hope you understand what i'm describing


It have total of 3 webpage
1. Mainpage – introduction and displayed banner ad with the original price, value point and buy button
2. Members area (fill-up form)– place banner & url, PayPal id, password, email
3. Admin area – banner edit/delete, setting price and value point and contact member

note:
1 buyer get what he paid for if he buy the 125 x125 banner size he only can place for that banner only and cannot place to other banners but he can buy more than one ad space for example he can buy banner 125x125 and text ad banner or more.
2. The password change ever time ad was bought (for new ad space owner to added and edit the banner)
