Description

The system main idea is to assign workload to a set of users with a set of simple constrains. (The Works queue is just a db table)
The most important points are:

1. There are turns. (Must be configurable by the Administrator)
2. Users are in turns, but they can be changed by the admin.
3. There is a limit of daily work per user per turn (Changeable by admin)
4. There are special Works that can be assigned to special users by admin.
5. Re-assignation.
