We need a utility program for the calculation of utilities for our tenants/and a payment interface to collect payment (like a POS). We expect to input current readings of utility meters and have the system calculate the rate and put into the database as an unpaid bill. The system is expected to have a payment system wherefore we can accept payment and print receipt of payment. It is expected that the system can view account logs and transaction histories of customers. Userlevels (although not mandatory) is an added bonus. A sample mockup or demo is very much encouraged inorder to decide on programmer.

We will be able to supply the following:
1. drawings of proposed pages
2. DFD/ERD of proposed system
3. Sample program to modify made by us
