Description:	I am looking for an expert PHP programmer to write a program to parse a text file. I have all the technical/document specifications (array size, string lengths) on how to parse the file via pattern recognition. I can work closely with the developer to assist in how the logic should be setup (if then statements, loops, etc....) I just need someone to write the programming logic to extract the data and load the parsed data into a PostgreSQL database. I have included sample data from the text file for reference. In order for me to better understand who might better assist me on this project i have created a sample parser methodology that can be used on the previous uploaded (SAMPLE_FILE.txt) to parse the data. The methodology can only be applied to couple of rows in the sample file, but i like to understand from all those who bid on the project what would be your programming logic (pseudo code etc...) recommendation in parsing the data based on the methodology.
