Description

I need website completing which is similar to eBay with all the same/similar features. It should include multi-language ability (you only need to provide english pack), management panel (edit/suspend/disable users, remove/edit listings, change pricing of features, etc).

Note: The design (incl. logo), My Account section, Register and Login section, and Community section, has already been done but may need some minor changes.
Primarily, the sections left to complete are Buying, Selling, Dispute console, Feedback, annoucements, and an administration panel for managing the website.

Integration with PayPal, NoChex, StormPay and 2co are required for paying listing fees.
Integration with PayPal, NoChex & StormPay are required for buying items.

Help section, user agreement, etc will be written by myself. The layout/design of the site should not look like eBay.

I am looking for exclusive scripting only - Not a modification of a script available to other people. The scripting should not be encoded (it should be easy to modify) and should be optimized for good performance and security.

Ability to assist with minor changes afterwards would be an advantage.

Remember, I need a website completing. It's already about half done and I do not want code which is used on any other websites. It should be exclusive and 100% legally owned by myself once completed.

Payment will be made once completed and proved to be working on my own server. I've just been scammed by paying for the website upfront to find they only did it half way then disappeared of the face of earth.

My budget is $3000 USD. It must be completed within 30 days, 45 days maximum. $500 bonus if you comlpete it in 30 days. You must be professional in PHP and provide protfolio of previous work.

You should also be experienced with using eBay and understand it's functionality.
