Description: I need a file hosting site, similar to MediaFire.com

I need the site set up for me (since I don't know how) so please don't bid unless you have perfect feedback that proves you're trustworthy.

REQUIREMENTS:

* unique, classy and simple design
* rotating ads in places that I'll specify
* easy ad management for non-techie admin
* admin control panel that allows for deleting files
* complaint function so users can report illegal downloads
* my google adsense integrated into page layout
* user must be able to upload a file w/o entering their email address or creating an account, and their download link must be immediately displayed to them after uploading
* users must check a box that says they agree to the terms of service before they are able to upload
* option for emailing their link to a friend
* users are able to delete their links
* I must be able to email my members (in bulk)
* I must be able to configure the maximum file size that can be uploaded
* I must be able to onfigure how many days each file can stay on the server before getting auto deleted (for free users)
* Paid members can host their files forever and host larger files
* Need a member panel where members can edit, sort, delete and share their links/uploads
* Disallow certain file extensions such as PHP, EXE, CGI & etc
* Need a real time upload progress bar to be shown, displaying percentage uploaded and time remaining
* Make the user wait for a period of time before being able to start downloading (maximise advert viewing)
* I need the option to store MY files indefinitely (although I still want to upload through this site)
* MY links/download pages must not be accessible through search engines, but all members download pages should
* Customer login/membership is optional
* Abilitiy to SEO (for example, I'm targetting the keyword "download file host"

I need this project completed in 8 days - the sooner the better.
My maximum budget is $175, since some of the work has already been completed.

I would like a redesign of this site, so we might just start from scratch. My new maximum budget is $200. Ask me if you want to see my existing scripts, because I took them off my website.
