Description: Need help troubleshooting and fixing the following OS Commerce issues.

1. IE vs firefox issue with footer. Footer in IE sometimes floats in middle of page. Needs to be a fixed footer.

2. tax issue for CA customers (each county is different and so either fix it or put default as 7.25%). CA customer get error message when they're signing up to create a new account and purchase product. Each county should have a different tax rate, or default to placer county (7.25%).

3. paypal and MVS (multiple vendor shipping) mod doesn't work together in OScommerce. Need to used paypal and MVS modules in OS Commerce, right now they're not working together. Getting error message.

Need this done ASAP!
