It looks like there's a lot of work to be done here and the bid is a gross estimate. I believe there can be a great utilization of MySQL with some great table design, images can be in their own respective folders,and a simple GUI for back end and front end can take care of the blueprints as you can upload them yourself and they will be re-sized etc with programs I write. The other connections can also be taken care of, and some components will be used. If you want to use specialty components not included or free with a suite of CS4 I believe you can charge the respective client. After a certain hour limit, be it $30/hr for 100 work hours, I will also note that there will be an hourly rate applied as the same, $30/hr. I would like to have all of the project laid out, even online, and then maintained as the project goes it's course. As things are completed, it would be great to work together and write asset changes, etc, similar to online blackboards. This can be achieved with simple text files and PHP where we both write on each area as to notes we should pay attn to. This way, there are no lost notes or emails. I have found it most effective in complex work. Hopefully the grey areas can be ironed out and the work flow between designers and non flash programmers to me, the flash programmer who will offer PHP programming and MySQL pairing to the 'GUI'. I also hope that is AS3 is used it is used for a good reason, not just for the title of using it. MySQL is blazing fast, and PHP is relatively quick as well, it is only Flash that has recursive loop limitations. So, I feel that most of the heavy lifting be done external to flash and maybe a few components be used at most.
