Description

**Please see the attached PDF for an outline of what I am trying to achieve. I will answer any questions posted on the clarification board.**

I would like this to be managed with a mix or AJAX and PHP with MYSQL if possible. Flash/Java can be used for webcam integration if needed and I am open as to how you play the stream.

I've put up a very rough demo at http://www.3cc.org/PAD/ . This is very rough and does not include all features. You may do it completely different to this, I do not mind.

The budget is based on an estimate; I need this cheap but any extra additions I need done will not be seen as charity and will be paid for.

Please provide an outline of how you will achieve this.
