Require a B2B reverse auction portal like getafreelancer - the only difference being that it will be not for service providers but for product suppliers.

eg. : If someone requires 100kg rice, they post their requirement online and suppliers will post their lowest supply price. The winner will be chosen by the buyer.

Suppliers will need to pay us commission.
