I need a coder to convert PSD to 100% Valid W3C XTML 1.0 Strict + CSS

# The coded design must be the same as the PSD file I'll send to you.
# Table-less coded design
# Image size optimized - Big chunk of images are not accepted for any repeating region
# SEO-Oriented coding
# Semantic coding - (e.g. container, header , top-menu, sidebar-left, content, sidebar-right, footer, and etc)
# Well organized and formatted code
# cross-browser compatiable (FF2, FF3, IE6, IE7 and Opera) - the coded design must produce the same result for all browsers
# proper uses of ID and CLASS (IMPORTANT)
# Font: Give first Priority to Tahoma
# Rollover images + text menus. Full PSD will be given to the service provider.
# FYI, the design is fixed and the width should be slightly smaller than 1024px res. (see the attached preview)

Menu:

<UL><LI> based menu only. No image map


Folder Structure:

all styles and javascript must not be in the coded file. No inline CSS

Put them in this structure:

index.html
|
|_ images
|_ css
|_ js (if necessary)

GAF Escrow - released once work is done only
