We want to build an online project management application that allows companies to track project progress. Some of the features would be:

1) A company (user) can set up an account and invite employees or others to use their account. Users can upload a picture to their profile.

There could be many companies/users with different accounts. We'd assign an account number to each company that uses it.


2) There would be limits on what each company could do, for example

10 projects and 20 users

or

20 projects and 30 users

or

50 projects and 100 users


3) Features would include:

a) start/end dates for projects, tasks and sub tasks
b) ability to post messages and files within a project
c) ability to save a template of a project for future use (limit to 50 or so templates)
d) graphic tracking of project progress. A green dot means a task is done, a red dot means a task is late and a blue dot means a task has not been done yet. Projects will also be tracked as percentage complete... for example 75 complete.
e) a time sheet page for users to track time on projects and tasks
f) admin users access and standard user access. An admin user could invite others, see time sheets, project cost and other things a standard user could not do.
g) There would be a few admin pages for me to see accounts, etc... of companies using it.
h) This will be a paid service, so would be connected to 3rd party payment processor. For example, someone could use it for 30 days free, then $10 a month for 10 projects and 10 users.
i) needs to be secure

We will finish the design, but you would need to build the site, set up the database and application. I've also attached a few pages, so far. There is a Dashboard page that shows all active/completed projects... a project page that shows a specific project... and a project request page that shows how projects would be entered. These are not finished, but it gives an idea of what I am talking about.

As far as the language/code... I was thinking php or python, but would need your advice on what is best. Also, what is best database set up.
