Description: Hello everyone,

I need somebody to install in one of my servers a redirection script that can work with maxmind.com webservice.

http://www.maxmind.com/app/web_services_city_usage

I need the script to be able to redirect the user based in city/region/country
This script must not affect the search engine rankings of the website
The programmer must provide an easy to use control panel to set the redirections.
This project needs to be completed within a week

Optional: If possible the script could made in a way that it saves in the cache the visits and integrates them in a database and then when the same ip visits the website for the second time it will recognize it and redirect without it the webservice therefore saving requests to maxmind. If you understand this part, fine if not, I could explain in more detail.
